The official earthquake triggered by Zhao Jin, the "best real estate agent", has not completely stopped.
The Paper learned from many sources that on April 24th, the Tianjin Municipal Commission for Discipline Inspection and the Municipal Supervision Commission issued the Circular on Serious Violation of Discipline in the Approval of Real Estate Projects by Relevant Personnel of the Planning and Land Department of our City (Jin Jitong [2018] No.12).
According to the circular, in August 2016, the Central Commission for Discipline Inspection transferred the Audit Essentials to the National Audit Office, reflecting that the relevant departments and personnel in Tianjin were involved in the real estate projects of Chengji Center in Heping District, Junlin Building in Hebei District, Zhuoyue Repulse Bay in Hedong District and Hengsheng Building in Hexi District, which were suspected of transferring land at a low price, illegally approving planning and acceptance, and causing huge losses of state-owned rights and interests.
The Tianjin Municipal Committee attaches great importance to it, demanding that the responsibility must be asked, the accountability must be strict, and it will never be tolerated and will never be soft, and it will be dealt with seriously according to law and discipline. Under the guidance of the Central Commission for Discipline Inspection, the Municipal Commission for Discipline Inspection set up a task force to thoroughly investigate the serious violation of work discipline and failure to perform their duties by the responsible personnel of the planning and land departments.
In the end, 28 people, including Wu Yanlong, former director of Tianjin Land Resources and Housing Administration, and Ren Yulai, former director of Tianjin Planning Bureau, were severely dealt with.

Causing a loss of state-owned rights and interests of 1.69 billion yuan
Who’s Zhao Jin? If you have watched the TV series in the name of people, it is easy to associate it with the character Zhao Ruilong.

Born in 1973, he is the only son in his family. He has a father, Zhao Shaolin, who was once a member of the Standing Committee of jiangsu provincial party committee. With such a special background, Zhao Jin has been "galloping" in the real estate market for more than 20 years, and has built its own "real estate empire" step by step with the layout of "extreme measure".
In June 2014, Zhao Jin and several senior executives of his company were taken away by relevant departments. In October 2014, Zhao Shaolin was investigated.
Around this time, including He Jiacheng, former executive vice president of the National School of Administration, Wang Min, former member of the Standing Committee of Shandong Provincial Party Committee and former secretary of Jinan Municipal Committee, Yang Weize, former member of the Standing Committee of Jiangsu Provincial Committee and former secretary of Nanjing Municipal Committee, Shen Donghai, former secretary of Tianjin Municipal Committee for Urban and Rural Planning and Construction Transportation, and Luo Kai and Shen Ying, two "inner ghosts" in the Discipline Inspection and Supervision Office of the Central Commission for Discipline Inspection, many officials were taken down by Zhao’s father and son.
During 2016 and 2017, Zhao Shaolin, He Jiacheng, Wang Min, Yang Weize and other fallen officials were sentenced one after another, and the anti-corruption storm also swept to the Tianjin Planning and Land Department.
The Paper had previously learned that Tianjin is an important part of Zhao Jin’s real estate map. He began to set foot in the local area around 2003, and successively developed several projects, such as Chengji Center, King’s Landing Building, Repulse Bay of Excellence and Hengsheng Building, until he was taken away in 2014. There are also two buildings under construction under his name, Tianjin Mingmen Square and Shuian Ginza, which have not yet been delivered.
These buildings are distributed in different areas of Tianjin, but they have several common characteristics — — They are all in excellent locations, and the prices are close to the people. There are many problems hidden under the glamorous appearance, such as high density and low matching. The illegal construction methods such as planning change and "stealing area" are also used to the extreme.

Based on the above problems, the Tianjin Municipal Commission for Discipline Inspection conducted a thorough investigation of the relevant responsible persons involved in the planning and land department of this city.
According to the circular issued by the Tianjin Commission for Discipline Inspection, from 2003 to 2013, relevant personnel of the former Tianjin Planning and Land Resources Bureau, Tianjin Planning Bureau, Tianjin Land Resources and Housing Administration and other units illegally sold land at a low price in the Chengji Center project, illegally determined the land transfer fee collection standard for increasing the construction area of 130,000 square meters, and illegally approved that the mezzanine area of 83,000 square meters was not included in the construction area, resulting in a loss of more than 780 million yuan of state-owned rights and interests;
In the Junlin Building project, the relevant departments illegally approved the mezzanine area of 69,000 square meters and the false decorative balcony of 59,000 square meters, which were not included in the construction area, resulting in the loss of state-owned rights and interests of more than 340 million yuan;
In the excellent repulse bay project, the relevant departments illegally approved 79,000 square meters of false decorative balconies and pipe interlayers not included in the construction area, resulting in a loss of state-owned rights and interests of about 470 million yuan;
In the Hengsheng Building project, 11,000 square meters of false decorative balconies and pipe mezzanines were illegally approved by relevant departments, which were not included in the construction area, resulting in a loss of state-owned rights and interests of about 88 million yuan.
The above four projects have caused a total loss of 1.69 billion yuan in state-owned rights and interests.

23 people were punished by party discipline and government affairs.
Who will bear the responsibility for such a great loss?
According to the notification of the Tianjin Municipal Commission for Discipline Inspection, according to the facts of the case and relevant laws and regulations, a total of 28 people from the Tianjin Municipal Planning and Land Department were severely dealt with.
Among them, 23 people were punished by party discipline and government affairs.
The Paper combed and found that among the 23 people, there were 3 officials at the main hall level. They are:
Wu Yanlong, former director of Tianjin Municipal Bureau of Land Resources and Housing Management, was expelled from the Party and dismissed from office, and was reduced to a non-leadership position at the official level;
Ren Yulai, former deputy secretary and director of the Party Committee of Tianjin Planning Bureau, and former deputy secretary and director of the former Party Committee of Tianjin Planning and Land Resources Bureau, was given a two-year punishment of staying in the party for observation, and his retirement benefits were reduced to non-leadership positions at the level;
Cai Yunpeng, member, deputy secretary and director of the Party Committee of Tianjin Municipal Bureau of Land Resources and Housing Management, was the former chief economist of Tianjin Municipal Bureau of Planning and Land Resources and director of the land trading center, and was given a warning within the party.
At the same time, five deputy department-level officials were punished by party discipline and government affairs. They are:
Li Chunmei, former member of the party group, inspector and deputy director of Tianjin Planning Bureau, was dismissed from his post within the party, dismissed from his post in administration and reduced to a non-leadership post at the deputy bureau level;
Zheng Jiaxuan, member and deputy director of the Party Committee of Tianjin Urban and Rural Construction Committee, was formerly the director of the Construction Management Department of Tianjin Planning and Land Resources Bureau and the chief architect of Tianjin Planning Bureau, and was given the punishment of revoking his post within the party and administrative dismissal, and was reduced to a non-leadership position at the director level;
Tang Lianmeng, member and deputy director of the Party Committee of Tianjin Municipal Bureau of Land Resources and Housing Management, was the former deputy director of the Land Market Department of Tianjin Municipal Bureau of Planning and Land Resources, and was given a serious warning within the party;
Guo Fengping, deputy secretary and deputy general manager of the Party Committee of Tianjin Changlu Salt Industry Group Co., Ltd., was the former deputy director of Tianjin Planning Bureau and was given a warning within the party;
Lian Jingmin, former deputy director of Tianjin Planning and Land Resources Bureau, was given a warning within the party.
Another six department-level or department-level cadres were demoted and dismissed. They are:
Dai Xin, Dean of the First Institute of Surveying and Mapping, Tianjin Institute of Surveying and Mapping, was given the punishment of staying in the party for one year and lowering the post level, and was reduced to deputy director;
Zhao Hui, the director of the Economic Department of Tianjin Bureau of Geology and Mineral Exploration and Development, was given a one-year probation and reduced to a clerk;
Sun Yin, deputy chief planner of Tianjin Planning Bureau, and Director of the Construction Project Division were dismissed from their posts within the Party and dismissed from their posts by the administration, and reduced to non-leadership posts at the deputy division level;
Sun Ge, Party Secretary and Director of Jinnan District Planning Branch of Tianjin Planning Bureau, was given a serious warning and dismissed from the party;
Dou Chuanrong, member of the party group and deputy director of Hexi District Planning Branch of Tianjin Planning Bureau, was given a serious warning within the party and dismissed from office;
Yang Kai, former director of Hedong District Planning Branch of Tianjin Planning Bureau, was expelled from the Party, and his retirement benefits were reduced to non-leadership positions at the deputy department level.
Three department-level or department-level cadres were given serious warnings within the party. They are: Shan Guoyan, director of the Seventh Office of the General Office of Tianjin Municipal People’s Government, Chen Jishun, director of the Municipal Infrastructure Division of Tianjin Planning Bureau, and Wu Yulan, director of the Law Enforcement Supervision Section of Hebei Planning Branch of Tianjin Planning Bureau.
Four department-level or department-level cadres were given warnings within the party. They are: Zhou Daocheng, member of the Party Committee, secretary and chairman of Tianjin Haihe Education Park Investment and Development Co., Ltd., Yan Liping, former minister of investment promotion and trading department of Tianjin Land Exchange Center, Huo Changbao, deputy director of land use department of Tianjin Land Resources and Housing Administration, and Teng Renyao, deputy director of construction project department of Tianjin Planning Bureau.
Two department-level or department-level cadres were given administrative demerits. They are: Zhang Aiping, Deputy Director of Dongli District Planning Branch of Tianjin Planning Bureau, and Bi Kai, Chief of Construction Management Section of Hexi District Planning Branch of Tianjin Planning Bureau.
Three people were transferred to justice.
According to the notification of the Tianjin Commission for Discipline Inspection, three officials among the 28 people who were seriously dealt with by the planning and land department of Tianjin were transferred to the judiciary for handling the project developed by Zhao Jin.
They are: Duan Baosen, former deputy director of Tianjin Land Resources and Housing Administration; Zhou Jian, former director of Hexi District Planning Branch of Tianjin Planning Bureau; Wang Yue, former deputy director of the Construction Project Department of Tianjin Planning Bureau.
All three were dismissed from the party and public office, and the clues of suspected crimes were transferred to the judicial organs for handling.
According to public information, in February 2018, Duan Baosen’s case of suspected bribery was investigated by the Nankai District People’s Procuratorate in Tianjin and has been transferred to the public prosecution department for review and prosecution.
In September 2017, Zhou Jian’s case of suspected abuse of power and bribery was investigated by the Tianjin People’s Procuratorate and transferred to the public prosecution department for review and prosecution.
In October 2017, Wang Yue was sentenced to two years and six months in prison for the crime of abusing his power and accepting bribes.
In addition, Wang Ruo, chief of the Law Enforcement Supervision Section of Hexi District Planning Branch of Tianjin Planning Bureau, and Zhang Qinglu, chief of the Construction Management Section of Hedong District Planning Branch of Tianjin Planning Bureau, were given admonishing talks.
Regarding the serious violation of discipline in Tianjin’s planning, land and housing management system, the Tianjin Municipal Commission for Discipline Inspection pointed out in the circular that "the number of party member cadres involved in this case, the amount involved and the serious consequences are rare and shocking."
The circular summarized several major issues: First, the "number one" took the lead in violating the law and discipline. Among the 28 people investigated, there are 5 "top leaders" in planning land units at the municipal and district levels and 6 "top leaders" in departments. The fall of the "key minority" has produced a bad demonstration effect.
The second is the fall of the examination and approval supervision collective. Party member cadres who were investigated were lax in all aspects of supervision, such as land transfer, planning approval, examination and acceptance, and failed at all levels. If the examination and approval went through the motions, the supervision and management were ineffective, and collectively became tools for unscrupulous businessmen to grab high illegal profits at will.
Third, the social impact is very bad. The "sincere model" of Tianjin’s real estate construction and development is notorious in the field of national construction, which not only causes the loss of state-owned rights and interests of 1.69 billion yuan, but also harms the vast number of buyers, and is deeply intertwined with official corruption, eroding the political ecology and seriously tarnishing the image of Tianjin’s reform and development.
In particular, the lax audit led to the construction of a "pigeon nest" building, and the first floor was divided into more than 60 households, which led to a series of social security problems, which are still potential safety hazards that endanger the stability of social order.
The Tianjin Municipal Commission for Discipline Inspection believes that the collective collapse of the planned land system has once again sounded the alarm for the whole city. These serious violations of law and discipline are directly related to the unhealthy political ecology, the prevalence of circle culture and humanism, and we must continue to purify the political ecology.
The circular also pointed out that the planning pen of urban construction, once arbitrarily doodled, will turn into an endless "evil pen".
The four real estate projects, Chengji Center, King’s Landing Building, Zhuoyue Repulse Bay and Hengsheng Building, are all located in prime locations in urban areas, and should have become landmark buildings to provide homes for buyers to live and work in peace and contentment. However, some cadres in party member, the planning and land department, ignored the interests of the people, and did not correct the illegal developers’ unauthorized changes in planning to increase the floor area ratio and evade the construction area.
After these projects are put into use, it brings heavy pressure to the surrounding environment, transportation, public security management, fire prevention and disaster prevention. After learning that developers have changed their planning and design in violation of regulations but passed the examination and acceptance by the planning department, some buyers reacted more strongly and petitioned collectively for many times, which affected the overall situation of Tianjin’s reform, development and stability.
The Tianjin Municipal Commission for Discipline Inspection also emphasized the importance of strictly performing duties according to discipline and law and persistently promoting the comprehensive and strict administration of the party.
According to the circular, some leading cadres of party member in Tianjin Planning and Land Department have made concessions and made flexibility in implementing national policies, thus giving a "green light" to illegal businessmen for illegal project construction. The former directors of Hedong District and Hexi District Planning Branch knew that the two real estate projects, Zhuoyue Repulse Bay and Hengsheng Building, had the problem of evading the construction area. Instead of stopping and not punishing, they decided to pass the examination and acceptance.
It can be seen that we must speed up the improvement of the system of supervision and restriction of power operation, prevent individual opinions from replacing collective decision-making, and ensure that wherever power is exercised, the system will be standardized and supervision will follow up.
The circular also pointed out that the relevant personnel of Tianjin’s planning and land department, under the hunting of unscrupulous businessmen, "knew that they could not do it" and "knew that it was illegal but kept silent", and some people involved in the case were repeatedly promoted and reused. These problems show that the overwhelming situation of the anti-corruption struggle has taken shape, but it has not yet won an overwhelming victory. We must be consistent and unswerving in strictly administering the Party in an all-round way.
