In the past ten years, Zhangye’s culture and tourism industry has always adhered to the people-centered development thought, taking market supervision as the premise and foundation of the development of the cultural tourism industry, further improving the safety working mechanism, focusing on building a safety responsibility system, taking "quality tourism" as the guide and "tourists’ satisfaction" as the goal, actively building a "pilot city for the development of credit economy in the cultural and tourism market" and a "zero complaints and zero accidents" tourist city in the northwest, thus creating a healthy and harmonious society.

First, improve the new mechanism to promote safety production and epidemic prevention and control.

Issued the "Implementation Opinions on Fully Implementing the Territorial Management Responsibility of Safety Production in the Cultural and Tourism Industries" and made efforts to build a cultural tourism safety responsibility system. For special areas such as tourist chartered cars and high-risk tourism projects, we will jointly carry out law enforcement inspections with departments such as transportation, market supervision and fire protection, and establish a departmental linkage mechanism; Joint meteorological departments to establish a "tourism safety+meteorology" linkage and coordination mechanism to further strengthen safety capacity building. Adhere to the preparations for the "Eleventh" and "Spring Festival" Golden Week and other holiday tourism as an important task, hold special meetings at different levels to mobilize and deploy, and conduct centralized investigations on the safety of key links to ensure the safety of holiday tourism. Since the outbreak of the epidemic in COVID-19, we have persisted in carrying out continuous net-pulling, high-density, uninterrupted and full-coverage inspections on the business premises of cultural tourism in municipal districts, collecting information of employees in time, finding out the base of epidemic prevention and control, and establishing key population accounts of key institutions of cultural tourism industry in Zhangye City to ensure that the epidemic does not spread in the cultural tourism industry of the whole city. During several epidemics, he showed humanistic care, presented more than 700 tourists stranded in other places with Zhangye travel postcards, and could visit 4A-level scenic spots in the city for unlimited times without tickets within one year.

Second, open a new model to further stimulate the vitality of market players.

Successfully established a national tourism standardization demonstration city, and actively played the demonstration effect of 100 cultural and tourism standardization enterprises in 19 categories, including urban tourist distribution centers, travel agencies, tourist attractions, red tourism classic scenic spots and tourist resorts. In the past ten years, the market players have been continuously cultivated and expanded. The number of head offices of travel agencies has increased from 15 in 2012 to 93, and the number of star-rated hotels has increased from 14 in 2012 to 52 (including 1 gold-leaf green hotel and 9 silver-leaf green hotels). Earnestly implement the policies and measures to help enterprises tide over the difficulties, and temporarily refund the deposit of tourism service quality of 11.2 million yuan, in order to reduce the burden on travel agencies and help enterprises tide over the difficulties.

Focusing on the theme of "What to do in the cultural tourism industry and how to do it for employees", since 2012, more than 800 training sessions have been held in star-rated hotels, travel agencies, tourist attractions, rural tourism, tour guides, administrative law enforcement, etc., with more than 60,000 participants and 20 service skill competitions. In combination with the creation of a national civilized city, we will carry out in-depth "double advocacy and double guidance" activities with the theme of advocating civilized tourism, persuading uncivilized behavior, advocating environmental protection and persuading ugly habits, establish a joint conference system of civilized tourism in Zhangye City, led by the Municipal Wenguang Tourism Bureau and the Municipal Civilization Office, with 10 relevant municipal departments as members, and post and distribute more than 50,000 copies of civilized tourism materials in railway stations, airports, high-speed railway station and tourist distribution centers, creating a strong propaganda atmosphere for civilized tourism.

Four, promote new reforms, and further enhance the effectiveness of comprehensive law enforcement.

  For a long time, Iran has been promoting its "anti-aircraft carrier" combat power. In all kinds of official propaganda videos, there are not only speedboats "wolves" besieging aircraft carriers, but also rocket launchers shooting at aircraft carriers, and even "single-handedly fighting aircraft carriers" highlighting "will conquers technology".However, the anti-aircraft carrier equipment that Iran relies most on and the United States attaches most importance to is the "Iranian version of the aircraft carrier killer" — — Persian Gulf and Hormuz anti-ship ballistic missiles.
