Interpretation of China-ASEAN Free Trade Area Agreement on Trade in Goods

  On November 29th, 2004, the 8th China-ASEAN Leaders’ Meeting was held in Vientiane, Laos. Under the witness of Premier Wen Jiabao and the leaders of the 10 ASEAN countries, the Minister of Commerce and the economic ministers of the 10 ASEAN countries jointly signed the China-ASEAN Framework Agreement on Comprehensive Economic Cooperation and the Agreement on Trade in Goods. On July 20th this year, the tax reduction plan of China-ASEAN Free Trade Area, the core content of the Agreement on Trade in Goods, was fully launched. This marks that the Agreement on Trade in Goods has officially entered the implementation stage, and also marks that the construction process of China-ASEAN Free Trade Area has been fully kicked off. In order to make readers have a more comprehensive understanding of the contents of the Agreement on Trade in Goods, grasp the specific arrangements of the construction process of China-ASEAN Free Trade Area, and make good use of the opportunities that the Free Trade Area will bring, this paper makes a general introduction to the Agreement.

  The Agreement on Trade in Goods is a legal document regulating the arrangement of tariff reduction and dealing with non-tariff measures in the trade in goods between China and ASEAN. It has 23 clauses and 3 annexes, mainly including tariff reduction and cancellation, revision of concessions, quantitative restrictions and non-tariff barriers, safeguard measures, accelerated implementation of commitments, general exceptions, security exceptions, institutional arrangements and deliberations.

  I. Classification of Free Trade Zone Products

  According to the Agreement on Trade in Goods, all products are divided into two categories: normal products and sensitive products, except for the early harvest products with tax reduction arrangements.

  In normal products, products are divided into two categories: first-track products and second-track products. What they have in common is that the final tax rate should be zero, but the difference is that the second-track products can enjoy certain flexibility in the time of canceling tariffs. Among the sensitive products, according to the degree of sensitivity, the products are subdivided into general sensitive products and highly sensitive products. What they have in common is that the final tax rate may not be zero, but the difference is that the general sensitive products will reduce their tariffs to a relatively low level after a period of time, while the highly sensitive products will eventually retain relatively high tariffs.

  The product classification of China-ASEAN Free Trade Area can be illustrated by the following table:

  

  Second, the tax reduction mode of normal products

  The negotiation of goods trade in China-ASEAN Free Trade Area adopts a "negativelist" mode, and all products that are not included in the list of sensitive products are regarded as normal products. Therefore, under the framework of China-ASEAN Free Trade Area, most products are normal products.

  The Agreement on Trade in Goods specifies in detail the mode of tariff reduction and elimination for normal products, among which the special and differential treatment for new ASEAN members is an important principle embodied in the Agreement. The main provisions are:

  (1) Tax reduction steps: For China and six ASEAN countries (old ASEAN members, namely Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand), the normal products will be reduced in July 2005, and the tariffs will be reduced once on January 1, 2007 and January 1, 2009 respectively, and the tariffs will be finally reduced to zero on January 1, 2010; For the new members of ASEAN (Cambodia, Laos, Myanmar and Vietnam), the tariff will be reduced from July 2005, and the tariff will be reduced on January 1st every year from 2006 to 2009, and the tariff will not be reduced in 2010, and the tariff will be reduced every two years from 2011, and the tariff will be reduced to zero by 2015.

  (2) Starting tax rate for tax reduction: The Agreement on Trade in Goods classifies products according to their starting tax rate, and each category follows a certain tax reduction model, and finally the tariff is reduced to zero. Generally speaking, at present, products with higher tax rates have a larger tax reduction rate and a faster rate of reduction, while products with lower tariffs have a smaller tax reduction rate and a slower rate, which can ensure the steady tax reduction of all products. Compared with China and the old ASEAN members, the new ASEAN members have a finer product classification, a more gentle tax reduction, and a longer time from the beginning of tax reduction to the abolition of tariffs.

  (III) Normal products on Track 2: The tax reduction mode of normal products on Track 2 is exactly the same as that of normal products on Track 1. The only difference is that when the tariff of normal products on Track 2 is reduced to below 5% according to the tax reduction mode, the tariff can be kept at no more than 5%, and it will be zero later than that of normal products on Track 1. For China and six ASEAN countries, the tariffs on normal products on Track 2 should be abolished on January 1, 2012, and for new ASEAN members, the tariffs on normal products on Track 2 should be abolished on January 1, 2018. However, there are certain restrictions on the number of track two products. The track two products of China and six ASEAN countries shall not exceed 150 six-digit tax items, and the new ASEAN members shall not exceed 250 six-digit tax items.

  To sum up, the tariffs on track one normal products of China and six ASEAN countries should be abolished on January 1, 2010, and the tariffs on track two normal products should be finally abolished before January 1, 2012. The tariffs on normal products of Track 1 of new ASEAN members should be abolished on January 1, 2015, and the tariffs on normal products of Track 2 should be finally abolished before January 1, 2018.

  Tax reduction mode of sensitive products

  (I) Types of Sensitive Products Sensitive products are products that need to be protected for the development of domestic industries. It has certain particularity, and it takes a long time to reduce taxes, and the final tax rate cannot be zero, but it should be kept at a certain tariff level. According to the Agreement on Trade in Goods, sensitive products can be divided into general sensitive products and highly sensitive products according to their sensitivity. China put forward a list of sensitive products for the ten ASEAN countries, which is also applicable to the ten countries; Ten ASEAN countries put forward their own lists of sensitive products for China, and the listed sensitive products are only applicable to China.

  In China-ASEAN Free Trade Area, each party has put forward different sensitive products according to its own situation. China’s sensitive products mainly include rice, natural rubber, palm oil, some chemicals, digital TV, plates and paper products. ASEAN countries have put forward sensitive products such as rubber products, plastic products, ceramic products, some textiles and clothing, steel products, some household appliances, automobiles and motorcycles.

  (II) Upper Limit of Sensitive Products According to the Agreement on Trade in Goods, sensitive products are subject to two indicators, namely, the number of tax items and the import amount. In other words, the number of sensitive products cannot exceed a certain tax item, and the import amount affected by sensitive products of one party cannot exceed a certain proportion of the total import of that party, but the agreement also makes special arrangements for new members of ASEAN. The upper limit of sensitive products in each country is as follows: 1. China and six ASEAN countries: the number shall not exceed 400 (six tax items), and the import value shall not exceed 10% of the total import value (based on the data in 2001).

  2. Cambodia, Laos and Myanmar: The number does not exceed 500 (six tax items), and there is no import ceiling.

  3. Vietnam: The number shall not exceed 500 (six-digit tax items), and there is no upper limit for import, but Vietnam shall reduce the tariffs on sensitive products to a certain extent within the specified time.

  (III) Tax reduction mode of sensitive products Generally, the tax reduction mode of sensitive products is different from that of highly sensitive products. Generally, the final tax rate of sensitive products is lower than that of highly sensitive products because of their low sensitivity, but the number of highly sensitive products is also subject to certain constraints.

  1. Tax reduction mode for general sensitive products: (1) China and six ASEAN countries: reduced to 20% on January 1, 2012, and further reduced to below 5% on January 1, 2018.

  (2) Cambodia, Laos, Myanmar, and Vietnam: it was reduced to 20% on January 1, 2015, and further reduced to less than 5% on January 1, 2020.

  2. Tax reduction mode of highly sensitive products: China and six ASEAN countries should reduce the tariff of highly sensitive products to less than 50% on January 1, 2015, but the number of highly sensitive products should not exceed 100 six-digit tax items.

  The new ASEAN members should reduce the tariffs on highly sensitive products to less than 50% on January 1, 2018, but the number of highly sensitive products in Vietnam should not exceed 150 six-digit tariff items, and Cambodia, Laos and Myanmar should not exceed 150 six-digit tariff items.

  Rules of origin

  Rules of origin are the yardstick to determine the "identity" of products. The rules of origin of China-ASEAN Free Trade Area are based on "value-added standards". According to the Agreement on Trade in Goods, if the value-added of local processing of a product is not less than 40% of the total value of the product, the product can be considered as a product originating from China-ASEAN Free Trade Area and enjoy the preferential tax rate of the free trade area in import and export trade. Because the early harvest products are mainly agricultural products, the criterion of "complete acquisition" is basically adopted. A few products with special circumstances, such as textiles and wool products, adopt other methods of origin determination, such as processing procedures and tax number change.

  At present, the certificate of origin of China-ASEAN Free Trade Area uses FormE, which is different from the format of WTO certificate of origin. In China, it is issued by the General Administration of Quality Supervision, Inspection and Quarantine and local inspection and quarantine departments. With this certificate, you can enjoy the preferential tariffs of China-ASEAN Free Trade Area at customs clearance.

  safeguard measure

  Trade remedy measures are the "safety valves" of import and export trade, mainly including anti-dumping, countervailing and safeguard measures. The Agreement on Trade in Goods stipulates that the anti-dumping and countervailing measures of China-ASEAN Free Trade Area shall be subject to the relevant provisions of WTO. However, in terms of safeguard measures, in order to ensure that their domestic industries are not seriously affected, the agreement stipulates safeguard measures for the free trade zone, allowing all parties to adopt them when necessary.

  The main content of safeguard measures in China-ASEAN Free Trade Area is that when the domestic production department of a product suffers substantial damage or threat of material injury due to the surge of imports from within China-ASEAN Free Trade Area, a contracting party may initiate safeguard measures and raise tariffs on products from China-ASEAN Free Trade Area. However, in order to avoid abuse of safeguards, the agreement also stipulates the restrictive conditions for each party to use safeguards. First, as far as specific products are concerned, the time limit for the use of safeguard measures is within five years from the date when the product starts to reduce taxes to the date when the product reduces taxes; Second, one implementation period shall not exceed three years, and the extension period shall not exceed one year; Third, the tariff rate for implementing safeguard measures shall not be higher than the MFN tariff rate for this product when taking safeguard measures; Fourthly, FTZ safeguard measures should not be used at the same time as WTO safeguard measures. The formulation of these rules, on the one hand, ensures the right of members to use safeguard measures, on the other hand, maintains the normal trade order.

  Quantitative restrictions and non-tariff barriers

  According to the Agreement on Trade in Goods, each contracting party should not keep any quantitative restrictions, and non-WTO contracting parties should gradually lift their quantitative restrictions. At the same time, all parties should determine their remaining non-tariff barriers as soon as possible and gradually abolish them. This provision is of great significance to effectively ensure the degree of self-ownership of China-ASEAN Free Trade Area.

  Recognize China’s market economy status

  In Article 14 of the Agreement on Trade in Goods, the ten ASEAN countries explicitly recognized that China is a complete market economy, and promised not to apply Articles 15 (anti-dumping substitute pricing clause) and 16 (special safeguard measures clause) of the Protocol on People’s Republic of China (PRC)’s accession to the World Trade Organization and paragraph 242 (special textile safeguard clause) of the Report of the Working Party on China’s accession to the World Trade Organization to China. This provision is of special significance to China, which not only strives for a fair and just trade competition environment for Chinese enterprises in the free trade zone, but also plays a good exemplary role in promoting other countries in the world to recognize China’s market economy status.

  Other issues

  The Agreement on Trade in Goods stipulates that all parties shall abide by the relevant provisions of the WTO in terms of technical barriers to trade, sanitary and phytosanitary measures and intellectual property agreements. The provisions of WTO multilateral trade in goods that are not specifically mentioned or amended in other agreements shall be applicable to China-ASEAN Free Trade Area after being amended. The agreement also provides for transparency standards, accelerated tax reduction arrangements, general exceptions, security exceptions, and related procedures and institutional arrangements.

  The Agreement on Trade in Goods is a landmark agreement between China and ASEAN. Its achievement and implementation laid the foundation and paved the way for the comprehensive construction of China-ASEAN Free Trade Area. We should fully understand this agreement, seize the new opportunities arising from the FTA, and make new efforts to deepen and develop mutually beneficial and win-win cooperation with ASEAN countries.

  The full text includes the key work of government information disclosure in Changping District, Beijing in 2017, the information disclosure in key areas, the existing shortcomings and the key work in 2018, as well as the relevant data of government information disclosure such as voluntary disclosure, response interpretation, disclosure upon application (including non-disclosure, fee reduction and exemption), administrative reconsideration, administrative litigation and reporting.

  Strengthen work supervision and assessment. Further improve the score weight of government information and government affairs disclosure in the performance appraisal system of the whole region, and establish quantitative scoring index systems for government information and government affairs disclosure and government website information content construction respectively.   (2) Strengthen system construction and promote the orderly development of work.

  Make overall arrangements for the key work of making government affairs public in the whole region. Focusing on the overall economic and social development of the whole region and focusing on the hot issues concerned by the people, the Division of Key Tasks for Openness of Government Affairs in Changping District in 2017 (Chang Zheng Ban Fa [2017] No.23) was studied and formulated, which defined 65 key tasks in five aspects, and defined the lead unit, responsible unit and completion time limit item by item, giving full play to the functions of openness of government affairs in stabilizing growth, adjusting structure, streamlining, promoting reform, benefiting people’s livelihood and promoting services.

  We will further promote the implementation of the open list of government affairs in key areas. Changping District has established a two-level list system of government affairs open areas and towns (streets) in key areas according to the working idea of "comprehensive coverage, clear levels, clear standards and orderly deepening". On the basis of centralized publication and careful deployment and implementation of the list, three rounds of special supervision on the implementation of the list were carried out, and the contents of the list were sorted out item by item. The government information included in the inventory management should basically be "open and open".

  Actively promote the pre-disclosure and interpretation of major administrative decisions. The study issued the Notice on Doing a Good Job in the Pre-disclosure of Major Administrative Decisions and the Interpretation and Publicity of Policy Documents (Chang Zheng Ban Fa [2017] No.1), promoted the pre-disclosure of major administrative decisions, and standardized and improved the policy interpretation and publicity work. In 2017, the important topics of the district government meeting, such as "Opinions on Accelerating the Construction of High-tech Industrial Structure", "Work Plan for Alleviating Traffic Congestion in 2017" and "Implementation Opinions on Implementing the Regulations on Home Care Services in Beijing", were pre-disclosed. Policy interpretation was carried out on important policy documents that involve public interests and need to be widely known by the society, such as "Opinions on Admission to Compulsory Education in 2017" and "Implementation Opinions on Implementing the Regulations on Home Care Services in Beijing".

  Improve the level of disclosure according to the application and handling according to law. The "Opinions on Strengthening the Work of Government Legal Counsel" (Chang Zhengfa [2017] No.8) was issued, and a working pattern of government legal counsel was initially formed, in which the staff of government legal institutions supplemented by experts and lawyers, providing professional legal support for government information disclosure applications and responding to reconsideration litigation cases. In the process of application processing, the three passes of "acceptance, processing and reply" are strictly controlled in accordance with the legal provisions and processing requirements. For difficult and complicated applications, strengthen communication with legal departments, legal advisers and relevant units, improve the case consultation mechanism, and effectively improve the quality of handling.

  We will promote the pilot work of making grass-roots government affairs public. We studied and formulated the Implementation Plan for the Pilot Work of Standardization of Grassroots Government Affairs Openness in Changping District (Chang Zheng Ban Han [2017] No.10), established a joint meeting system for the pilot work of standardization of grassroots government affairs openness in Changping District, and made it clear that 11 departments took the lead in the pilot work in 9 fields. Focusing on the actual needs of the masses and enterprises on the contents, ways, channels and other aspects of government affairs disclosure in related fields, a social demand survey was carried out. Various pilot projects, such as sorting out the catalogue of government affairs disclosure information, compiling the standards of government affairs disclosure, and studying the management mechanism, were promoted in an orderly manner.

  (3) Enhance the interaction between the government and the people and respond to social concerns in a timely manner.

  Optimize the construction of open channels. Strengthen the press release work, and relevant units organized eight press conferences around the key work of the whole region and hot issues of public concern. Standardize the information content construction of government websites, and issue the Administrative Measures for Information Release and Operation and Maintenance of Changping District Government Websites (Trial), so as to standardize the organization, management, information release and security of government websites. Timely release important government meetings, important activities, major policies and other information through the government website, and interpret the major policies issued by the state, Beijing and Changping District in the form of videos, charts and questions and answers. Strengthen the construction of new media for government affairs, set topics individually according to the characteristics and needs of the audience, increase the use of new media to release government authoritative information, increase the proportion of information push for convenience services, and realize the normalization of government information release on new media platforms. "Beijing Changping" Weibo has accumulated 1.3 million fans on Sina, Tencent and People’s Network. "Beijing Changping" WeChat has accumulated 110,000 users. "Beijing Changping" Weibo WeChat publishes more than 4,500 messages every year.

  Build a bridge between government and people. Promote the opening of government meetings, and invite 31 deputies to the District People’s Congress, CPPCC members, residents and the news media to attend the district government meetings as nonvoting delegates, and actively listen to the public’s opinions and suggestions on government meeting topics with high degree of contact with the public, such as the work report of the district government and the important practical progress directly related to people’s lives, the implementation opinions on implementing the Regulations on Home Care for the Aged in Beijing, and the work plan for promoting the "Sunshine Catering" project. To strengthen the interaction between the government and the people, Zhang Yanyou, deputy secretary of the District Party Committee and district head, led a team into the service hotline 12345 hall of the municipal government to listen to the opinions and suggestions of the masses on urban management, environmental protection, housing security, education and medical care in Changping District, and held a forum to solicit opinions and suggestions from experts, scholars, deputies to the National People’s Congress, representatives of enterprises and representatives of the masses on alleviating traffic congestion, the plan of "returning to the sky", and the supporting planning of public services in Huilongguan and Tiantongyuan areas.

  Strengthen the response of government public opinion. Through the "Changping" government affairs Weibo WeChat, People’s Daily local leaders’ message board, relevant regional forums, WeChat WeChat official account and other channels to retrieve information, broaden the dimension of public opinion viewing. For hot events concerned by public opinion, timely release information according to procedures, indicating the government’s attitude. Through the portal website of the district government, the progress information of central and municipal environmental protection inspectors, safety production inspectors and special actions to improve public services in Huilongguan and Tiantongyuan areas will be released dynamically. In response to public opinion in emergencies, we released information in time, informed the progress and responded to social concerns through "Changping" Weibo WeChat. For false or incomplete information that may affect social stability and disrupt social order, timely release authoritative information and announce the truth to the society.

  II. Information disclosure in key areas

  (1) Stabilizing growth and restructuring through publicity.

  Promote the openness of the economic operation of the whole region. Regularly release important indicators of economic and social development in Changping District, covering major core indicators such as GDP, investment, total industrial output value, retail sales of social consumer goods, and energy consumption reduction rate per 10,000 yuan of GDP. Publicly release the report on the implementation of the national economic and social development plan for 2016 and the draft national economic and social development plan for 2017 in Changping District, Beijing.

  Promote the disclosure of fiscal revenue and expenditure. The District Finance Bureau shall disclose the income and expenditure of four budgets, namely, general public budget, social security fund budget, state-owned capital budget and government fund budget, on a monthly basis. In addition to confidential information, the first-level budget and final accounts units in the whole region have disclosed the budget and final accounts information of their own units and the "three public funds".

  Promote the information disclosure of government and social capital cooperation projects (PPP). Five projects, including Beijing Changping Organic Ecological Treatment Station, Changping Reclaimed Water Plant Phase II Project, Changping District Rural Decentralized Sewage Treatment in 2016, Shahe Reclaimed Water Plant Phase II Project and Changping District Town-level Sewage Treatment Facilities Construction and Operation, disclosed the basic situation, implementation process, cooperation mode, consulting services and other information on the PPP comprehensive information platform of the Ministry of Finance.

  Promote information disclosure of key construction projects. Publish the catalogue of key construction projects in Changping District, and make public the bidding, contract filing, construction permit and completion acceptance filing of key construction projects. Regularly release the progress of key construction projects.

  Promote the information disclosure of the future science city construction. Around the establishment of a multi-agent collaborative innovation platform, the construction of a collaborative innovation platform for hydrogen energy technology in the future Science City was actively disclosed, as well as the relevant information about the frontier research conducted by five research institutes of central enterprises and seven R&D institutions with advantages in the field of hydrogen energy in Beijing. Information on major technical special research and key technology joint research in the future science city was disclosed. Five central enterprise research institutes, including China National Building Materials and Chinalco, set up academician workstations, and Chen Qingquan Academician Science and Technology Innovation Center settled in the future science city, helping the future science city to introduce international high-end talents and R&D teams.

  Promote the information disclosure of the special action of "resolving rectification and promoting improvement". Timely release the progress of general manufacturing and regional professional markets. Focusing on key tasks such as cracking down on "digging holes in the wall", cleaning up and rectifying industrial compounds, and rectifying "scattered and polluted" enterprises, we will actively disclose information on work progress.

  Promote the clean-up of normative documents and information disclosure. Clean-up work was carried out around the regulations and normative documents involved in the "streamline administration, delegate power, strengthen regulation and improve services" reform, and 122 reserved directories, 49 abolished directories and 4 directories to be revised of administrative normative documents were published in time.

  Promote the disclosure of environmental protection information. Information such as reducing coal burning, controlling vehicles to reduce oil consumption, pollution control and emission reduction, cleaning and dust reduction will be disclosed by stages, and monitoring data of key pollution sources controlled by the state and the city in the jurisdiction will be actively disclosed. Improve the emergency mechanism for heavy air pollution, publicize the Emergency Plan for Heavy Air Pollution in Changping District (revised in 2017), and publish daily air quality reports. Publicize the water quality information of waterworks, the progress of small and medium-sized river regulation and rural sewage treatment on a quarterly basis. Publicize the list of river chiefs at all levels in the whole region, and publish the operation of important large and medium-sized sewage treatment facilities in cities and towns and the treatment of black and odorous water bodies in built-up areas every six months.

  Promote the disclosure of counterpart assistance and counterpart support information. Changping District has established counterpart assistance and counterpart support working relationship with shangyi county, Qumalai County and Arukerqin Banner, and timely disclosed the progress of work and the disbursement of aid funds.

  Promote "double randomness and one openness". Changping District’s double random spot check lottery system was launched, and 19 law enforcement supervision units in the district carried out "double random" law enforcement inspections. The competent departments of various industries have made public the list of random spot checks according to law, made clear the subject, items, contents, objects, methods and basis of spot checks, and made public the results of spot checks and the investigation.

  Promote the disclosure of production and operation information of state-owned enterprises in the district. On the website of the SASAC, the general situation of production, operation and performance evaluation of state-owned enterprises in the district, the situation of maintaining and increasing the value of state-owned assets, the situation of enterprise reform and restructuring, the position change of enterprise leaders and the annual salary of enterprise leaders were disclosed. Dynamic disclosure of the changes in the dispatch of the board of supervisors to the regulatory enterprises.

  Promote the disclosure of safety production supervision information. More than 900 pieces of safety production law enforcement inspection information were made public; 169 pieces of information on administrative penalties for production safety; 22 production safety accident reports. Timely exposure of production and business units with potential safety hazards through the "Changping Safety Supervision" WeChat platform. The emergency rescue plan for fireworks and firecrackers accidents, dangerous chemicals accidents and production safety accidents in Changping District was formulated and published.

  Promote the disclosure of regulatory information on the tourism market. Focusing on the creation of a national global tourism demonstration zone, the progress of market supervision, joint law enforcement and global tourism will be disclosed in a timely manner. Publish the list of Changping Travel Agency, scenic spots below AAA level, tourist star hotels and dishonest business enterprises.

  (3) Promoting people’s livelihood and services through publicity.

  Promote the disclosure of educational information. In response to the enrollment of compulsory education that the masses are concerned about, the Opinions on Enrollment of Compulsory Education in Changping District in 2017 (Chang Zheng Ban Fa [2017] No.21) was voluntarily published, and the enrollment policy of compulsory education was released through new media such as "Beijing Changping" WeChat.

  Promote the separation of medicine and comprehensive reform of information disclosure. Broadcast medical reform policies and news through dynamic news, special reports, radio, internet and other forms to create a good public opinion atmosphere. More than 80,000 leaflets and 850 sets of posters were printed and distributed.

  Promote the disclosure of food and drug safety supervision information. Regularly disclose food sampling information, and actively disclose information on penalties for illegal acts of food, medicines, medical devices and cosmetics, and product recall information. Timely disclosure of drug GMP and GSP certification announcement information and certificate revocation. The "Changping Sunshine Catering" APP was launched, and people can check the kitchens of 233 catering units in real time through the mobile APP.

  Promote the disclosure of social assistance information. The District Civil Affairs Bureau shall disclose the number and capital expenditure of low-income and poor people on a monthly basis; The number of public medical assistance and temporary assistance and the expenditure of funds on a quarterly basis; According to the academic year, the number of people and the expenditure of funds to help freshmen in higher education are disclosed.

  Promote the disclosure of employment service information. Organize the on-site meeting of employment policy consultation. Dig deep into jobs suitable for college graduates and hold special job fairs for college graduates regularly. Through the platforms of "Changping Employment" WeChat, "Career Coming and Career Going" and LED display, more than 110,000 pieces of employment information were released.

  Promote the information disclosure of public services and government services. All 871 district-level public service items passed the examination in Beijing, and a list of public service items was formed and made public. Integrate the handling conditions, application process, required materials, legal time limit and the address of the reporting website of each unit online, and publish them centrally on the website of the district comprehensive administrative service center, which is convenient for the public to directly inquire and report quickly.

  Third, information disclosure data

  In 2017, 31,502 pieces of government information were voluntarily disclosed. Take the initiative to disclose 18 normative documents. 8,289 items of government information were made public in key areas. Among them, 409 pieces of financial budget final accounts, "three public funds" and administrative funds were voluntarily disclosed; Take the initiative to disclose 55 pieces of information such as the construction plan of affordable housing projects, the start and completion of projects, and the distribution and withdrawal of affordable housing; Take the initiative to disclose 690 pieces of information such as food safety standards, food production and operation licenses, special inspections and rectification; Take the initiative to disclose 915 information such as environmental verification and approval, environmental status bulletin and major environmental emergencies; 3,950 pieces of information such as government measures, disposal progress, risk early warning and preventive measures for production safety accidents; Take the initiative to disclose one piece of information such as approval of agricultural land conversion to construction land, approval of collective land expropriation, announcement of land expropriation, announcement of land expropriation compensation and resettlement, and settlement of collective land expropriation; 29 items, prices, basis, implementation time and scope of government-guided prices, government pricing and adjustment of charging standards; Take the initiative to disclose 151 warning information and good information in the enterprise credit information system of this Municipality; Actively disclose 20 pieces of information such as the audit results of government department budget implementation; 135 pieces of information on the supervision and management of public enterprises and institutions closely related to the interests of the people by administrative organs; Voluntary disclosure of other information and other information decided by the Municipal People’s Government.

  From January 1, 2017 to March 31, 2017, all administrative organs in the whole region charged 0 yuan for searching, copying, mailing and other fees for providing government information upon application in accordance with the Measures of Beijing Municipality for Charging Administrative Organs for Providing Government Information upon Application (Trial). In accordance with the requirements of the Notice of the Municipal Finance Bureau and the Municipal Development and Reform Commission on Cleaning up and Regulating a Batch of Relevant Policies for Administrative Charges (J.C.Z. [2017] No.569), since April 1, 2017, this district has stopped charging fees for disclosing government information upon application.

  (four) administrative reconsideration, litigation and reporting.

  Of the 18 administrative reconsideration cases caused by the disclosure of government information in the whole region, 15 have been concluded, 12 have been decided to maintain, and 3 have been revoked.   In 2017, the number of specialized agencies for government information disclosure in the whole region was 61, and 63 points for government information disclosure were set.
