In the future, we will support migrant workers and other personnel in business environment, fiscal and taxation policies, innovative finance, land use and other aspects. By 2025, it is expected that about 60 million people will be employed.

　　The "Opinions" clarified the overall goal of high-quality development of entrepreneurship in rural areas, that is, after three to five years’ efforts, a more perfect policy system to support entrepreneurship in rural areas will be established, so that the entrepreneurial environment will be further optimized and the vitality of market players will be further enhanced in generate. By 2025, we will build a number of entrepreneurial industrial parks and demonstration zones with strong influence and the integration of primary, secondary and tertiary industries. By then, there will be more than 15 million entrepreneurs returning to their hometowns and 60 million employed people.

The "Opinions" pointed out that we should continue to deepen the "streamline administration, delegate power, strengthen regulation and improve services" reform, promote decentralization, optimize entrepreneurial services, and build a good business-friendly and safe environment.

　　In terms of finance and taxation, a certain amount of tax reduction and exemption will be implemented for qualified personnel and enterprises, and financial support will also be innovated to reduce the production and operation costs of returning to their hometowns.

　　In terms of financial services, we will increase loan support, guide direct financing, innovate guarantee methods, expand the scope of collateral, and ease the financing problem of returning home to start a business.

　　In terms of land use, it is necessary to give priority to ensuring the land for returning home to start a business, improve the land use mode and revitalize the existing land resources.

　　At the same time, it will also optimize human resources, strengthen entrepreneurship training, and accelerate the co-construction and sharing of vocational skills training platforms.
