From March 28th to 30th, 2022, the office of the headquarters for creating a national civilized city in Jingmen entrusted a third-party investigation agency to organize the first simulation evaluation of creating a national civilized model city in Jingmen in 2022 according to the methods and methods of national evaluation in 2021, and unified the work flow and evaluation standards. The evaluation report is as follows.
I. Basic information
The field investigation scope of this simulation evaluation covers Dongbao District, Jingmen High-tech Zone, Duodao District and Zhanghe New District, and the survey targets are related units and places for the evaluation of urban civilization index, which are conducted in the form of unannounced visits. The sample points for evaluation are 204, including 86 points in Dongbao area, 80 points in Duodao area of Jingmen High-tech Zone and 38 points in Zhanghe New Area, based on the sample frame of Jingmen City’s field survey of national civilized cities declared in 2021 and determined by the principle of key investigation and random equidistant sampling.
Second, the evaluation results
The whole city scored 89.76 points in this simulation evaluation, including 89.76 points in Dongbao District, 89.22 points in Duodao District of Jingmen High-tech Zone and 90.90 points in Zhanghe New District.
Third, the gap with the creation of a national civilized model city
(A) the efforts to create work have declined. The national civilized model city is an upgraded version of the civilized city and a high-standard demonstration of the national civilized city. Judging from this evaluation, there is still a big gap between Jingmen City and the national civilized model city, and the overall situation is on the decline. The score of this evaluation is 2.61 points lower than that of the fourth simulation evaluation in 2021, which shows that the degree of attention has declined, and with complacency and slack, the creation work has weakened, resulting in some problems rebounding.
(B) The refined level of urban management has not been improved enough. First, communities, residential quarters, back streets and alleys, farmers’ markets, traffic intersections, taxis and other key points that reflect the level of urban governance do not score high, and there are problems of "emphasizing construction and neglecting management". The idea of surprise attack is more serious and normalization is not in place; It is very common that the ground water in the farmer’s market is not cleaned in time, the ground is dirty, the toilet is dirty and messy, and the debris is piled up. There are still many problems, such as littering in communities, residential quarters, back streets and alleys, vehicles stopping and leaning, graffiti on walls, littering in corridors, cable pulling in the air and occupying roads. Problems such as traffic intersections, unlicensed driving of electric vehicles on primary and secondary roads, drivers not wearing helmets, mixed traffic of vehicles, random parking of vehicles and pedestrians crossing the road are common. The problems of taxi drivers’ uncivilized driving, not taking the initiative to issue invoices and having no service cards are still outstanding, and some drivers charge unreasonable fees, such as showing 7.8 yuan and paying in 8 yuan. Second, the construction and maintenance of hardware facilities are not strong enough. Apart from the damaged and potholes on the road surface, this assessment found that there are big problems in the construction of barrier-free facilities and the maternal and child room, mainly because the barrier-free toilets are damaged, the settings do not meet the requirements, and the facilities in the maternal and child room are not complete. Many Shangchao maternal and child rooms do not have sinks. Third, there are hidden dangers in fire safety, and some fire boxes in public places are locked; Some repairs are not timely, and the box is full of cobwebs; Some fire extinguishers are directly placed on the ground, which is easy to rust and affect the use; Some fire extinguishers point to the red area and lose their effectiveness.Then it is more common to block and occupy fire exits, and some off-campus training institutions don’t even have fire exits. Fourth, the creation of urban and rural points is unbalanced. The scores of townships and administrative villages are 74.07 points and 58.33 points respectively, mainly due to poor public health environment, chaotic parking of vehicles and untimely garbage cleaning. Fifth, the publicity atmosphere of public service advertisements is not strong, and some landscape sketches in communities, communities and public places are damaged or not set up; Some public service advertisements on bus platforms are not obvious and difficult to find; Some publicity columns of new era civilized practice stations (institutes) are incomplete; Some commercial streets are not obvious for minors to publicize public service advertisements.
(3) The level of civic civilization consciousness needs to be improved. First, some citizens do not have a strong sense of hygiene, and there are not a few people who spit, litter and throw cigarette butts. Second, some citizens behave uncivilized, walking their dogs in public places without holding a rope and damaging flowers and trees at will. Third, for the convenience of some citizens, private cars are parked indiscriminately, driving non-motor vehicles does not obey traffic rules and jaywalks. Fourth, the volunteer service is not detailed, and there is a phenomenon that no one is on duty in the volunteer service post.
Fourth, some suggestions
(1) Efforts should be made to increase the efforts to create normalization. National civilized model cities (districts) are selected and commended every three years, and 2021-2023 is the first creation cycle. The 307 national civilized cities (districts) that have been evaluated can only be regarded as model candidate cities and participate in the model evaluation in 2023 if they rank high in the evaluation in 2021 and 2022. In the government work report in 2021, Jingmen clearly proposed to create a national civilized model city, which requires that on the basis of continuously consolidating the achievements of the national civilized city, according to the new standards for creating, further refine the creation indicators, optimize the system and mechanism, strengthen the condition guarantee, and compact the work responsibilities, so as to fully promote the normal and long-term creation of the national civilized city to a new level.
