On July 12th, at a special press conference in Zhejiang held by the State Council Information Office to celebrate the 70th anniversary of the founding of New China, Che Jun, secretary of Zhejiang Provincial Party Committee, said in response to a reporter’s question that we have further innovated and developed the reform of "running at most once" and are ready to implement a new social governance system of "running at most one place".
Zhu Chen, executive deputy secretary of the Political and Legal Committee of Zhejiang Provincial Party Committee, told the reporter of Legal Daily that at this year’s Central Political and Legal Work Conference, the General Secretary of the Supreme Leader emphasized that "the best way of social governance is to resolve contradictions before they happen and to resolve risks invisibly"; "We should persist in putting the non-litigation dispute resolution mechanism ahead and reduce the litigation increment from the source". At the end of March this year, at the Zhejiang Work Conference on Building Peace in the whole province, Che Jun explicitly instructed that the county level should carry out one-window acceptance, one-package mediation and one-stop service in accordance with the reform concept of "running at most once", and strive to achieve "running at most one place" in receiving visits and resolving contradictions and disputes.
In mid-May, at the video training meeting of leading cadres of politics and law in the province, Wang Changrong, member of the Standing Committee of the Provincial Party Committee and secretary of the Political and Legal Committee, clearly proposed to accelerate the construction of county-level social governance comprehensive service centers (petition supermarkets); In early July, combined with the educational research on the theme of "Do not forget your initiative mind, Keep in mind the mission" of the provincial party committee, we solved the difficult problems and deepened the unified deployment of "three services", and went to relevant cities and counties (cities, districts) to carry out research and form a special report. To this end, the Political and Legal Committee of the Provincial Party Committee has formulated and issued the Guiding Opinions on Exploring the Construction of County-level Social Governance Comprehensive Service Centers (Letters and Visits Supermarket) (hereinafter referred to as the Guiding Opinions) to promote all localities to explore the construction of county-level social governance comprehensive service centers in accordance with the concept of "running at most once".
Building a center has four meanings.
In an interview with reporters, Zhu Chen said that exploring the construction of county-level comprehensive social governance service centers and striving to achieve "running at most one place" in the field of social governance is an important measure for Zhejiang Province to promote the "running at most once" reform and extend it to the field of social governance. It is also a new development of the "Fengqiao experience" in the new era, which has four groundbreaking significance.
First, it reflects the mission of Zhejiang Province to continue to be at the forefront in the field of social governance. Exploring the construction of a comprehensive service center for social governance at the county level is conducive to innovating and improving the diversified solution mechanism of contradictions and disputes in counties (cities, districts), compacting the main responsibilities of counties (cities, districts), better realizing the non-submission and intensification of contradictions, and promoting the further improvement of the social governance system and the further improvement of social governance level in the province.
Second, it embodies the new reform concept of taking the people as the center and "running at most once". In recent years, Zhejiang province has vigorously promoted the reform of "running at most once", and the people’s sense of acquisition and satisfaction with the government’s provision of government services and public services has been greatly improved. At the same time, there are still many problems such as people’s complaints and reports, conflict resolution, etc. The total number of letters and visits is still running at a high level, and the problem of leapfrog petition is more prominent. Third, it embodies the theme of developing the "Fengqiao experience" in the new era and focusing on the grassroots level of social governance. Zhejiang is the birthplace of "Fengqiao Experience", which has created a large number of experiences and practices, such as township (street) comprehensive management center, four platforms for grass-roots governance, "grid management, group service" and so on, and promoted them throughout the country. Exploring the construction of a comprehensive service center for social governance at the county level is another innovative measure for Zhejiang Province to adhere to and develop the "Fengqiao experience" in the new era, which can provide a new practical sample for promoting the modernization of grassroots social governance throughout the country.
Fourth, it embodies the benign interaction between top-level design and grassroots exploration. In recent years, all parts of Zhejiang Province have made remarkable achievements in promoting social governance innovation by deepening the construction of safe Zhejiang and rule of law Zhejiang. Up to now, 29 counties (cities, districts) in the province have established various forms of county-level social governance comprehensive service centers. It is timely and natural to sum up, refine, improve and upgrade the innovative practices in various places and make overall planning and top-level design for the central construction of the province at the provincial level.
Construction will exert its strength in four aspects.
Exploring the construction of a comprehensive service center for social governance at the county level, the main purpose is to force social governance innovation by integrating resources, innovative mechanisms and process reengineering, so as to gradually improve the local settlement rate of contradictions and disputes at the county level and steadily reduce the litigation rate per 10,000 people.
According to Zhu Chen, Zhejiang will mainly exert its strength in four aspects:
Integrate strength and resources, promote the integration and innovation of "multi-centers" into "one center", promote county-level comprehensive management centers, people’s visiting reception centers, diversified contradiction and dispute resolution centers, litigation service centers, public legal service centers, etc., and establish a system to settle in the "center", and at the same time absorb the forces of legal consultation, psychological services, professional professional adjustment committees, public management and other relevant departments (organizations) to settle people’s letters and visits and disputes.
Do a good job in accepting letters and visits, implement the petition agency system, and realize "running at most once" for mass letters and visits and dispute resolution. All localities have set up indiscriminate acceptance windows in the "center", and "one window" accepts all kinds of disputes, letters and visits, demands and reports raised by the masses, accurately distinguishes the types of matters, classifies them into procedures, and realizes inquiry, evaluation, tracking and supervision to avoid problems such as buck passing between departments, repeated visits by the masses, and leapfrog visits.
Integrate multiple means, create a "joint mediation" model, and realize the "full chain solution" of mass letters and visits and contradictions and disputes. We will build and improve the "five-tone linkage" working system of complaint mediation, police mediation, procuratorial mediation, special mediation and interview mediation, set up a mediation expert database, encourage the third party in the personal brand mediation room to settle in, and create a contradiction resolution working mode of joint mediation and diversified solution. Explore the establishment of a joint mediation mechanism led by the "center", integrated with various sectors, multi-party participation and on-call, and comprehensively use legal, policy, administrative and other means as well as education, consultation and guidance to solve the demands of the masses.
